Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to a Business Systems Analyst 4, salary grade (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
Under the direction of the Project Assistant (NS) the Business Systems Analyst 4, SG-27, is responsible for, but not limited to the following:
- Evaluates staff performance and productivity.
- Develops and manages training plans for subordinate staff.
- establishes, monitors, and ensures that predetermined goals/objectives are met.
- Works with management to determine priorities, manages/allocates daily workload, assigns and reviews work of subordinates.
- Defines the business needs driving the need for a project.
- Assesses capability gaps of existing solutions, determines solution approaches to meeting business needs (in collaboration with managers).
- Defines the scope of a solution (in collaboration with managers).
- Defines the business case for a solution or modification.
- Assesses proposed solutions; allocates requirements across solution components/releases (in collaboration with managers):
- Assesses organizational readiness to implement, defines transition requirements to implement.
- Validates that solutions meet business needs (by developing test data and scenarios, creating and maintaining test scripts, testing system functions, and documenting results); evaluates solution performance against business goals and objectives.
- Plans the BA approach, BA activities, BA communications, and requirements management, in concert with managers.
- Conducts stakeholder analyses, sets and maintains BA standards for HRIC artifacts.
- Prepares for, conducts and documents the results of elicitation activities.
- Prioritizes requirements, organizes requirements into logical groupings, specifies and models requirements:
- Defines assumptions & constraints of solutions (at any point in their lifecycle).
- Verifies requirement quality, validates requirement value.
- Manages solution scope and requirements:
- Assists in managing requirements traceability.
- Maintains requirements reusability for future business events/initiatives.
- Prepares requirements packages; communicates requirements.
- Develops training and user support materials, updates organizational process assets (such as requirement and specification documents, procedures, job aids, process models, etc.).
- Oversee and manage intake and resolution of communications from end users, including problem reports, enhancement requests, reporting needs, security changes, and training inquiries.
- Assess information received for completeness and comprehensiveness, work with end users to determine missing information.
- Determine course of action to handle communication (e.g., system change, security updates, report development, etc.).
- Drafts, edits, approves DHR communications for internal, agency, and external stakeholders.
- Directs and coordinates intranet content, application, pre- and onboarding materials, employee data collections, and DHR print materials.
- Creates and maintains DHR style and communication standards for Division.
- Seeks out and participates in training courses and development activities, promotes staff engagement in development activities; assesses solution training needs for HRIC team.
Knowledge, Skills & Abilities
- Able to work independently and in a team environment.
- Proficient in the use of MS Project.
- Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint).
- Experienced managing projects in OSC and/or NYS government.
- Familiar with NYS procurement processes.
- Experienced in risk management, including development of risk plans and mitigation strategies.
- Able to work with others to analyze problems quickly and develop the best solution.
- Strong business skills, including working in teams and facilitating, organizational skills, and prioritization skills.
- Excellent interpersonal and communication (written and oral) skills (ability to have fun while getting results).
- Flexible, adaptable to change, and able to work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
- Project management training, preferably certified by the Project Management Institute.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
